Can somebody explain the villain in Quantum of Solace to me? Yes, he killed a few people. Yes, he bribed an official(but that's just what you do in South America). And yes, he was going to drive up water prices(which isn't even illegal).

QoS didn't feel like a bond movie, where was the "Dr. No", the evil scientist?, the nuclear missle hidden inside of a volcano?
