If your current work or living situation requires your need to carry a handgun on your self for self protection than skip the paper work, Just carry it in plain view:

The California Supreme Court has identified three types of conflict that cause preemption of local legislation: A conflict exists if the local legislation duplicates, contradicts, or enters an area fully occupied by general law, either expressly or by legislative implication. Local legislation is contradictory to general law when it is inimical thereto. A local ordinance is preempted by a state statute only to the extent that the two conflict. Action Apartment Assn., Inc. v. City of Santa Monica, (2007) 41 Cal. 4th 1232. For a local ordinance to proscribe that which is allowed under State law would perforce be to contradict state law. Furthermore, given the extent of State regulation of dangerous weapons, it would seem apparent that the State has “fully occupied” this area by its general laws.

Weather you will admit it or not, your idolized LE or security friends have taught you that gun = bad guy. That more guns equal more problems. Your solution is to govern the right of the people to carry a gun.

I'd also say it won't... I'd much rather be a cop who pulls over someone with a CCW who is carrying than someone without a CCW who is carrying. Anytime a cop stops someone that person could have a firearm. Issuing more CCW permits won't make the world any more dangerous. If more CCW's are issued and those people know when they can use deadly force, in theory that makes the world a safer place methinks.

I've heard the same thing about people with CCW permits who have shot and killed someone in self-defense. Since they were using hollow-point bullets the law deemed that they were "looking to kill someone". Somthing to that extent.
