Don't have any first hand info on either of those. However, I've heard nothing good about the Garand. I hear they break easy and even when they work they aren't all that reliable. Don't know anyone who owns one though, just what I've heard others say.

Consider that the Garand is an 8mm rifle (pricey bbs that some may be uncomfortable with - as far as muzzle energy goes you should technically run the lightest .27s under 300 fps to be on par with .20s at 400). The gas system on the Garand is much more complicated than the AICS; the firing and recoil portion are two different valves with separate striking arms.

i know a guy selling a aics and a highly upgraded aug both for $400 or so...thats a steal.
our team had a marushin garand for awhile, and performace wise it was decent, but something blew in its system and so far no one as had time or tech know how to get it fixed. parts are bloody hard to find and tech manuals for the garand are complex. the A.I.C.S. is far more simple in design (not necissarly more reliable) but there is much less to go wrong. either way you wouldnt have a local feild legal rifle, and as far a sniper's rifle platform I'd suggest a spring based system, like a maruzen.
Well if you're going HPA, then your gun would be sacair legal as long as it shoots under 550 fps. I think the Right Hook Fabrication rifles are based off the Tanaka, so you should look into the upgrades those have to give you an idea of what is needed to make it a good SWS.
