Yeah, you could wear both. I wear a chest rig, plate carrier and backpack without a problem.

I wear a tac vest and a hydration backpack at the same time. Other than having extra straps on my shoulders they play well together.
I have always acted in self defense, occasionally pre-emptive self defense.

goto REI, or walmart or target, REI is best bet, get yourself some fast teck buckles or what not and cut, mod, sew =) i did this with an old camelbak and my BHi Commando strike rig, works great and i can take the camelbak off and run just the chest rig, you can also just put that over a armor carrier, then a camelbak on top of that, its comfortable since everything is/should be distributed.
