Seems many websites state only law enforcement and military can buy infrared lasers. Maybe its just the weapons mounted models that are illegal for civilians?

AFAIK they're illegal. One reason retailers may not sell them is because they could be purchased by individuals who intend to ship them overseas to Terrorist groups.

Just dont buy one, dont take the chance of getting harrased or fined by ATF or a local Law Enforcement agency. I also dont see the need for a civi to have a IR laser on a rifle.
