Anti-spam programs are notorious for picking off activation emails.

You're gonna say no to this but its possible his email or ip is banned from previous actions. Its a possibility, but i'd check his spam folder either on his computer or in the webmailbox from his host if its google or yahoo

yeah this sorta stuff happens to me all the time. just re make the account.

I'm sure there is a way, but there is also the current lack of motivation to do so based on your behavior in the last week.
