im selling a chest rig that would probably work.
You may want to consider buy a vest in a style you like then buying some material and add to it.
im sure theyre out there. Im not sure exactly how big "the twins" are, but alot of vests are surprisingly adjustable, but I would recommend buying local rather than online if you can avoid it, that way she can just try it on first, avoiding the hassle of needing to return it or sell it if it doesnt fit. try AEX or just look around on the FS forums here.

The few times my wife has played I loaner her my h-style chest rig. You just have to let out the straps a bit for the proper "fit".
I have always acted in self defense, occasionally pre-emptive self defense.
If her chest is really so big that you're having trouble finding equipment. Then nothing will truly be "comfortable".
