I've handled A LOT of barking dog calls (I work for an HOA). The number one thing I've learned responding to hundreds of them is that "No dog owners dog ever barks when the owner isn't home". Trying to convince them otherwise, usually requires a fine, then they'll actually get the hint and take action. HOA fines are about triple of what the City fines are…

Just to clarify, the dogs are inside no later than 9pm or earlier than 7am. I myself am disturbed by my dogs when they start barking even during the day. As I've explained, if my dogs are driving me nuts, I can assume that it's no picnic for the neighbors. On a few occasions I've caught that neighbor throwing something at the fence which just gets them infuriated. Therefore the dogs see them as a threat and when the neighbors are out in their yard, the dogs respond aggressively. That is opposite of how I wish my dogs to behave.

the best thing to do is not punish your dogs they arnt cuaseing the problem, you need to set up a video camera and record then teaseing and antagonizing your dogs, that way if they get bit and you get sued yoru protected, then file a police report, becuase they wont answer the door and talk to you, you are not responsable for the barkking if someone else is cuaseing problems. i have the exact issue with my neibors kids throwing toys at my dogs, i finially had to have the sherriff talk to them and almost file a restraining order becuase of the cops talk to them the first time they started throwing used cat liter over the fence, and now my dogs hates kids and i have to keep him in my yard and chanined when they play ball next door at the park. anyway long story long protect yourself cuase people are jerkss

Been to alot of these calls. Being the owner of 2 German Shepards that bark at anyone who comes close to the house, I understand what you are going through.
