I think we'd have better luck trying to report the harassment and abuse to an ISP.
That would open up a big old can of worms that I don't think anyone wants to deal with.

I just don't approve any accounts unless I know ahead of time who is creating the account and the screen name they are going to use.
I have always acted in self defense, occasionally pre-emptive self defense.
I have not approved any of the accounts yet.......
