insert two coins and you miss pacman pops out...how to control her, I don't know...maybe AWDS keys?
Actually, two people can play at a time. Just click the Insert A Coin button, and the game will start. To control Pacman use the arrow keys, and to control Mrs. Pacman, use the WASD keys.
