I have a CA MP5A5 Navy B&T running a sp110 spring with everything else being stock and a 8.4mini shooting at around 380 with .20g. Can I run a 9.6v mini safely or would I have to upgrade some internal parts before the switch?

i ran a CA mp5 SD with a HUGE 9.6v 4500 mah battery without a problem. No upgrades in the gun either. So you should be fine.
