So I've been out of the game for long enough and I'm trying to get back in. However this is a problem. I'm looking for either a decent play to play field or better yet a small friendly group like sac air down here, and either I run into stupid rules (like the field on base doesn't allow snipers) or they are irregularly scheduled I.e. once every few months or here and there.

Start your own? Recon locations, find a couple fields that will work. Then take your sac air training, and run some games.
Play, shoot, laugh, enjoy the game.
The AEX guys down there are a great bunch. They are in Torrance, stop by the shop and chat it up with them. Most of the games are going to be in the outlying areas so be prepared to drive 1-1.5 hours depending on your location.

try checking out he airsoft gi forums, they have a list of all the SoCal fields, etc.
