The SPC has a RIS rail, the normal full stock M15 doesn't.

The Special Purpose and the RIS (which I have) is already factory upgraded. The spring is an equivilant of an M100 or M110, the gears are stainless steel, the bushings are replaced with 7mm bearings, the hop up chamber is of a new design. You get the rail interface system up front. It's a good deal. Very rugged design. -John
