You guys just need to learn the local laws and investigate something known as "the off list". I just built a legal off-list Romanian AKM and tricked it out with arsenal parts and accessories. I also bought an off list ar-15. The ak was only $500 to build.
Furthermore, for the arizona thing. you may be a legal resident after a few months stay BUT any CA illegal weapons must stay in AZ. The guy I bought my AK receiver from informed me about the huge implications about buying things in another state and bringing it back. When you buy a weapon the state only gets the serial number, caliber, and brand. The federal govt gets the whole shindig. The state has just recently traced serials with brands to makes and models and has punished those that have illegal weapons. If you buy off-list stuff you are perfectly fine as long as you build to legal specifications. And, if they happen to ban your off-list stuff after the fact then you can register it within 90 days and its still legal. Trust me, do your homework and read your local laws. Make calls to the DOJ and the ATF and you can see for yourself, with some patience, that you can have lots of fun stuff if you are determined and do so in a legal manner.
I remember that technicality from when I first moved to the state. My rifles that I had were grandfathered in. I've since sold them- hey a preban went for good money once upon a time on gunbroker...

Luckily, I was old enough to get a few so called Assault Weapons and have them registered. I wish I bought more, now that I think about it... I do have 2 OLL's that I have not built up yet, still waiting on what the word from the DOJ will be.

It was $300 to build smart one. I just put another $200 in accessories. Try reading the whole review before jumping to conclusions.
