A warrant is not mandatory in regards to the 4th amendment..There are such things as extingent circumstances which would allow LE and others to conduct searches..In this instance the landowner was accused of dumping sewage into his neighboor's well. That can be considered an extingent circumstance because the landowner is in the process of committing a crime...therefore LE and others such as an health inspector could conduct a search...

Looks like they had probable cause to me,other wise they would have been out there in the first place,especially if there was a complaint against this guy.
