Obviously some of the things that this person is doing are illegal, make it known! Illegal activities at the workplace are not to be tolerated...
Take the issue to him. If he refuses to change the situtation, take it to the supervisor.

when i was working else where we had a simaler situation. We just fired him for that and for some other reasons but sometimes getting rid of the bad link is the only option. Besides would want to rely on someone for back up when you cant rely on them to follow company procedure and one who lies?

Jaun he isn't sexually harassing them, he just ignores his duty to the community and instead flirts with the women all day. I plan to push the issue, as there are many other things occurring which shouldn't, to many to go into detail.

so, it sounds like you work in some sort of security position, okay, all of his actions sound unprofessional, which, unfortunaltely, because of morons like that give security people a bad name, i.e. "oh hey mr. rent-a-pig, you can't tell me to pour my beer out, EF-YOU!!" Okay, so, loyalty is/was an issue, remember one thing, what's more important? Loyalty or jail time. Why did I say jail time? Okay, he's writting bad or "false" reports, what if something happens, and the whole crew has to go to court and testify by an action that he did or didn't do, could come down to jail or depending how you wanna look at it, being taken to the cleaners by a sue happy individual(s). I think that was possibly mentioned earlier also. You informed your sgt? okay, now, watch closely, one word DOCUMENT!! Document everything!!! Listen to see if anyone, people in the building are saying anything, he may hang himself, I've seen it happen. Unfortunately, sometimes, it takes time and can be frustrating as hell!!! Luckily for me, I have a union that I can turn to, which by the way, got my supervisor, spinless, twit, reprimanded for hmmm, FALSIFYING statements on a write up that he tried to do on me and my partner a month before!!!
