the major problem is the security forces. yesterday, in the same market, 4 cars were let through the checkpoint without being screened. although this wasn't a vehicle borne device, it was hidden in a box of birds. the problem is that we're trying to win over the hearts and minds, yet the people felt safer in the hands of Sadr and his army, and may in fact have been safer. my .02.
